I keep getting: "imessage unable to contact imessage server".

I keep getting:

"imessage unable to contact imessage server" or "imessage unable to contact facetime server".

I have tried everything in listed in https://support.apple.com/en-us/HT201422 that I can, along with logging out and back in my icloud account. I've turned off and on multiple times, tried airplane mode on and off a few times, messed around with settings, and cannot fix it. This is the second time it has done this in the past 6 months, although this time I cannot seem to figure out how to fix it. I've spent over an hour researching it and still am struggling. Help would be appreciated.
