why is siri not consistentlyworking with homekit

Why is siri not consistently working with homekit? I give a command "hey siri turn on the cabinet lights" siri responds "sorry, I wasn't able to find anything like that in your home at this time". I open Homekit and the accessory is there and I can manually turn it on in Homekit.
