Downloading apps
When I try to download an app I get “this Apple ID has not been used in the iTunes Store. Tap review to sign in. Then review your acct info. When I do that the page comes up blank. I can’t review.

That is weird. Usually works fine if your iPhone is updated.
I would recommend to try and complete the registration for iTunes store first on another place on the iPhone.
Try signing into iTunes and app store
Settings Your Name(apple ID settings) -> iTunes And App store - Sign in
If that does not work to try via another device,
Like for example iTunes for Windows, or app store on a mac.
