If my iCloud account has been tampered with... would I get a phone call from a 1866 number asking me to stay on the phone and talk to someone about this situation .

All such calls are scams from criminals attempting to steal your personal and financial information. The callers will often use number spoofing to pretend they are calling from a legitimate business. The correct course of action is to hang up on them, repeatedly if needed.

Do not give such criminals any information. Hang up.
There's an awful lot of it out there. Web sites that will scream your device has xxx viruses, and you must call within 60 seconds before permanent damage occurs! Fake iTunes or App Store invoices that beg you to click a big button to cancel the purchase (Apple's real emailed invoices have no such links).
