I really like El Capitan
If you need to have the latest version of Garageband you do need to upgrade your OS.
macOS High Sierra and macOS Mojave are still available for download and are more fun than Catalina,
Mojave especially, well, in my opinion anyway.
If you want to upgrade to High Sierra or Mojave then read these,
Section 1 in each will tell you if your mac meets the requirements necessary.

Before upgrading make a full back up of your Mac.
Check that third party apps you use have updates available for the new OS.
Check that your printers/ scanners etc have updated drivers and software available for the new OS.
If you are considering upgrading to Catalina be warned that it does not support 32bit apps.
Your Mac is probably running 32bit apps and these will need to be updated to 64bit apps,
some updates may be free, some may be paid. Use this app to discover which apps you have

contact the developers of the apps to see if they provide 64bit updates.

You cannot have your cake and eat it to. If you want to update to the latest version of GarageBand then you will need to update to macOS 10.15 Catalina.
