I'm trying to submit my podcast, but it says I need an iTunes Store Account. I have an apple id and everything I need I think. Why am I hitting this wall?

You need to sign into the iTunes Store with your Apple ID, make sure you have a payment method registered (though podcasting is free), and that your device is authorised for iTunes. Then sign into Podcasts Connect, accepting the Terms and Conditions if required.
