Here’s how to purchase one. The warranty expires after a year. Even if the warranty were in effect, Apple would have to establish a manufacturing defect caused the issue.
Apple does not offer a 25w charger for iPhone.

The warranty on the power supply is the same as the device it came with. You can check it’s warranty status here—>Check Your Service and Support Coverage - Apple Support
