Bluetooth is a spinning wheel

Why is my Bluetooth toggle switch simply a spinning wheel? I can’t even go as far as turn it on or off or even see my history of connections. I can “turn it on” in the control center but then I cannot turn it back off and when I hold down the bluetooth button in the control center, all my connections are random codes. How do I fix this? I have tried a hard shutdown but I have not reset it, I don’t necessarily want to have to do that especially since I just got this phone less than a week ago. Please help.
