There are many card game apps in the App Store.
Many.
Look through the available games using an App Store search for poker, and find a game that interests you.
Or if you want this game and if this game requires Microsoft Windows, then scrounge up a system that’ll run Microsoft Windows and use that. An iPad does not and cannot run Microsoft Windows, nor can an iPad run an app that requires Microsoft Windows.
You can only install on an ipad apps from the App Store.
If they do not offer an app then there’s nothing you can do.

No. the ipad uses iPad OS which is a totally different software language than windows.
