I only have 5 family members, why can't I add a 6th?

I am trying to get my family group set up and add my husband. I am the organizer, with 4 child accounts attached to my family. The option to Add a Family Member is greyed out and cannot be clicked. When I try on my desktop, it says I have reached my limit of 5, although everything else says 6.

If you made recent changes, log out, then log into your Apple ID account (or just restart your device). If still no success, you’ll have to contact Apple Support directly - start with the Contact Support button at top-right of this page.
