Apple Pay keeps saying to sign into your iMessage and iCloud account when I am already signed into both

Apple Pay keeps saying to sign into your iMessage and iCloud account when I’m already signed into both. This is only for some iMessages. I’m able to send or receive in some iPhone/Apple Pay accounts/text/iMessages but not others. I can either do it or it says “Apple Cash requires the same Apple ID for iMessage and iCloud. To send and receive money on this device, sign into iMessage with your email”. But I’m already signed into both with my email?
