Update old iPad

I have an old iPad wifi 3g 64g. It doesn't get used often, but had the need to use again. I can't seem to update it beyond iOS 9.3.6. Is it too old to update further?

ipad 4th generation ios 10.4.3 update I think I have the old 4 generation ipad- Model - MD511LL/A which requires the ios 10.3.4 but I can only update until ios 10.3.3. I have the wifi only version will my device be effected by the Nov 3rd Bug? Any advice would be appreciated.
