Updating ipad

How can I update my iPad,

I try online and through settings, neither seems to work, I am stuck on 10.3.3 connected to good wifi and can't download apps as it says I need 11.0 or higher

If your have an iPad 4th generation then you cannot update past iOS 10.3.3.

You need a newer iPad.
