imessages activation failure

Hello.

I have a activation failure iMessage during last week. iPhone is send a lot of paid SMS and it spend a lot of money. I have done all options: checked geo and time, sign out and sign in Apple ID, but the problem has still.

And I can’t using this necessary app.

What I have to do to activated iMessages? 

And is it depended from me or my career?
