Recovery
I permanently deleted photos from my iPhone 11, and they appear to be deleted from my desk top as well. How can I recover them?

Easy, from the backup you created. Another option is if you had iCloud on and the photo's were synced to go to iCloud then they are still there. If you did not backup or use iCloud, then you are about to learn a lesson on why this is critical to maintaining your data!
