See if a SafeBoot https://support.apple.com/en-us/HT201262 resolves your issue...

Takes noticeable longer to get to the login screen, does a 5-15 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc. Login and test. Reboot and test will take a little longer as caches get rebuilt.

"Unfortunately it's still doing it, the apple logo flashes and the dock still glitches out when shutting down in safe mode but at least I'm not getting the spinning beachball when logging in I only get when I'm in normal mode, I've been getting the spinning beachball since I first installed Mac OS Catalina !"

Single Out this User:

So, it works just fine booting into Safe Mode. Correct?

Safe Mode puts items to the side, and rebuilds items for use during log in. So, something is obviously misconfigured in Catalina.

Next, create a new user through Safe Mode, and then see if logging in with the new user is a success while booting normally.
