Face ID & Passcode menu is not on the screenshot because it is about 5th or 6th option down from General.

If it’s not there, it’s because you have Restrictions enabled under Screen Time with option “Passcode Change” set to “Don’t Allow It”. Or, if this is possibly a work related unit, you might have MDM/Profile/Exchange configuration enabled and cannot change these settings as device is managed by the company you work for.
