Sending photos

I am unable to send photos to non-apple phones. I think I have all the settings correct but still get the red Not Delivered sent back. I can send photos with imessage. This is very frustrating and I end up using Messenger instead meaning I have to transfer the conversation to that platform instead of using messages.
