iPhone Xs says storage full, it’s not and neither is 2Tb iCloud
What can I do to get the iPhone to see I’m not out of space, as in clearly not.
Have deleted backups.
Hard reset iPhone.
Deleted old apps.

How much space is taken by System & Other?
Settings > General > iPhone Storage > scroll down to the bottom.
Nothing seems to be wrong, the screenshots you provided has not shown any problems
Do a local backup and restore using computer iTunes
