Is there one or not? I got a restock fee for $29

When did you return it?
I think the waiving of restocking fees only started last Thursday.
I'd call the online store.

The email apple sent me as confirmation of received iPhone was on July 15.
That's the day before the announcement of the waiving of the restocking fee.
I'd call and see if they'll refund the fee for you.

I'd call them. I returned mine to apple.com last week and they put the reason as 'changed mind' instead of what I really reported with the proximity sensor issue. I haven't received my refund yet.
