Nope, can’t do it. That’s why you should never get a new Apple ID. You can keep an Apple ID forever, changing the email address if necessary.
You can transfer some of it using the phone as an intermediary. Log in to the old iCloud ID, go to Settings/your name/iCloud and turn on all the switches. Wait for everything to sync while the phone is plugged on and connected to Wi-Fi (can take several hours). Then turn off the switches. When asked choose to keep the data on the phone. When that finishes, log out of the old Apple ID and in with the new, and turn the switches on. But note that if you have a new Apple ID/iCloud ID you will have to repurchase all of your apps and music.
