But doesn’t turning off assistive touch cause the link between my Bluetooth mouse and my iPad to be cut?

It came out on Tuesday. And no, removing Assistive Touch won't break the connection with a bluetooth mouse on 13.4.
It's terrific. I used my Lenovo Yoga mouse with my iPad pre 13.4 with Assistive Touch, but it's MUCH better without. There are things you do with the mouse using Assistive Touch, that you can't without it, such as use corners to enable certain features you want, but I hate that Assistive Touch blob as you called it and am not using it.
Thanks. The update just now appeared for download and, after download, the mouse works well after switching off assistive touch. This was a good idea by Apple when many of us around the world (I am in Hong Kong) must be working on their iPads at home or otherwise remotely.
I have really enjoyed spending the past couple of days using my Magic Trackpad on my iPad. Today the remote desktop application “Screens” was updated to fully support iPad’s new cursor which allows users to fully control a remote computer with a keyboard and mouse. This has been a game changer for my workflows as now I can remote into my various computers all from my iPad.
Hello,
Starting with iPadOS 13.4, cursor support has been migrated from an AssistiveTouch capability to a fully integrated feature.
