Activate iPhone

Hi ,

i unlocked my iPhone to give to my daughter , have a pay as you go EE SIM card but it’s says: “could not be activated , activation server can not be reached.

try connecting your phone to iTunes to activate it. “

What am i suppose to do ?

cannot access iTunes either from that phone ...
