If you are referring to the Apple TV+ streaming service, then please disclose which Apple TV app-supported device you are using?

An Apple TV is an Apple device. You can't sign on to Apple TV if you don't own an Apple Tv device.
If you are referring to the Apple TV+ subscription service then you can sign in on the TV website at: https://tv.apple.com even if you don't own any type of Apple device.
