After new update of IOS 13.4
i couldn’t install apps. Over WIFI???

It’s still does not explain what is happening in App Store when your iPhone is on WiFi.
Nevertheless by checking on Cellular connection you have just verify whatever that issue is, it’s isolated to your WiFi. Turn your router off and on, then check again. If no change, talk to your Internet Service Provider about the issue you’re having.
