Last night this money came out of my account for my Netflix bill. Still I couldn’t access Netflix they told me to contact you for a full refund. The payment doesn’t show up on my recent payments

You are not guaranteed a refund tough.
And that is an automatic system, you might want to contact Apple Directly if the subscription does not work as it should:
