Hi,
I just connected external HDD for Time Machine.
But it is not recognized by Mac.
I just tried an installation process below.
MacBook Pro 13", macOS 10.15
[Addition]
My Mac has two USB ports.
I connected HDD to the other port and did it to the initial one.
Now, it's OK.
