Do you need to have a smart TV in order to have an Apple TV device?
No, not at all. You just need a TV that has to have a HDMI input. Before I switched to a 4K TV I had an old TV from the early 2000's that had HDMI input and my Apple TV's worked great with it. When I switched to the 4K TV the change in picture quality was remarkable.

You need an Internet connection, it can be Wi-Fi or Ethernet. If you have Wi-Fi then you need a good strong signal inside your home.
