I deleted all my photos to make space (now I have 0 photos on my iphone) but my storage still says 16 GB in photos.

Did you delete them from the Recently Deleted Album?
Did you delete them from the Recently Deleted Album?
Check "Recently deleted" folder and if it's clean -- sync with iTunes to refresh storage report. If won't help -- restart the device.
