What if my icon to change password on phone has gone?

I`ve lost my icon to changing password in settings. I know where it must be, but it isn’t there. I watched on my iPad settings, and the icon that i need, it`s called “password and Touch ID”, is there! But on my Iphone it isn’t. The story is longer than you`re thinking, i had Iphone 6 and in the one perfect day i opened settings and, bums, it`s gone. And when i bought a new phone, Iphone 11, and synchronized them. On my new phone, predict it, IT WASN`T TOO. I don’t know what the problem. I have reset it and even CHANGED THE PHONE.

P.S: That notification about new software and yeah i updated it three or more times:)
