Since 13.4 update - Cannot Load Photo on some photos

Hi

Just happened today, after the 13.4 update on my iPhone 11, some of my photos (Seems random which ones) appear as just grey boxes in the photo roll and when opened (not even the typical low res view you would get with icloud errors). When I click on edit I get the "Cannot load Photo. There was an error loading this photo".

I am on wifi, I have tried restarting my phone. Checking my iCloud account, the affected photos look fine online. Anyone else experience this? Its quit different from the usual icloud connectivity problems where you at least get a blurry low res version
