Black screen

How to get my screen back to normal view, it rings and vibrates but stays black so I cant answer or see anything?

My screen is dark blue when I turn it on but the buttons work How can I get my screen to turn on completely? When I turn it on it’s just a dark blue. The buttons and sound/vibrations when I plug it in still work but no display. I’ve tried a hard reset (holding down lock button and volume down button) and that doesn’t fix it.
