Why can I text from my iphone to any other type phone but I can not on my iPad?

To send or receive text (SMS) or picture (MMS) messages from you iPad, message forwarding must be enabled on your iPhone:
Settings > Messages > Text Message Forwarding - explicitly enable your iPad from the list.
