If you have store credit, or balance, it will be used up automatically before charging your card, but the payment method on record must still be valid.

So, contact Apple Support, asking to speak with the iTunes Store Staff. They see what is going on, and will run you through the fix.

That can be one of two things, either you don't have enough to cover the full cost and the system is asking for another payment method to cover the remaining balance of the purchase or the system is not convinced that it is you using the account and is asking for the payment method to verify that it is actually you trying to make the purchase.

If it is the latter case, the system will verify that it's you with your payment method and still use the credit balance to pay for the purchase.
