That symbol is for the Shift key on your keyboard, so the first one is telling you to press the Shift + Up Arrow keys at the same time.


The window in your screenshot is to set keyboard shortcuts. On the left you select, or create, a key combination; on the right you select what you want that key combination to do.

There is nothing to set up. That screen shot shows the default keyboard shortcuts.

How do I "select a key combination", and "select what the key combination do"? On the right, there are only options such as "secondary mouse buttons".
