That symbol is for the Shift key on your keyboard, so the first one is telling you to press the Shift + Up Arrow keys at the same time.
The window in your screenshot is to set keyboard shortcuts. On the left you select, or create, a key combination; on the right you select what you want that key combination to do.

There is nothing to set up. That screen shot shows the default keyboard shortcuts.

How do I "select a key combination", and "select what the key combination do"? On the right, there are only options such as "secondary mouse buttons".
Sorry, I though your screenshot was from the Mission Control pane in System Preferences, but it’s not. At least that’s not what that pane looks like for me in Catalina. Where did you find it?
