I have an iPad from Dubai and it does not have FaceTime

iPads sold within the UAE are prohibited by the local authorities from using FaceTime. So as to comply with regulations, Apple disable this capability for all devices sold in this region.

FaceTime cannot be added be later. If FaceTime is required, the device must be purchased elsewhere.
