Personal hotspot “Not discoverable”

I use my iPhone X personal hotspot to tether my WiFi only iPad 7th gen. Both are fully updated. Every time I want to use the hotspot I have to click on the grayed out “not discoverable” to wake it up and find it on my iPad. Is this normal? Is there a way to have it stay discoverable or connect automatically when I use my iPad without having to go into the iPhone settings?

iPhone X, iOS 13

If you update to the latest version of iPadOS/iOS on your iPad and iPhone, your iPad should be able to automatically initiate a hotspot connection.

On your iPad:

Settings > WiFi > Auto-Join Hotspot > Automatic

Obviously, both your iPad and iPhone must be logged-in to iCloud with the same AppleID.
