Can´t change Country/Region on my appstore

Can't I change Country/Region because I still have store credit balance. But my balance is 0.08 dollars literally! So I can't spend it on anything. Pls help

Buy an item more expensive than your balance and use a credit card to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
