Set up personal Hotspot

My iPhone is asking me to setup personal Hotspot. When I click on that it says contact the carrier. When I called the data provider they told me they have nothing to do with it. I can’t now share data.

I was using this service. Yesterday I had reseted mobile network settings and later on I am not able to use that option
