Hey, a friend of mine was hacked on instagram. This person used her account and asked for help and in the midst of conversation, asked my Apple ID security info to access account. I haven't been able to login or regain access since. What should I do?

Scammed or Hacked?

Did you provide any potentially damaging information to anyone? If yes, you'll need to follow up, for example, with a credit card company, Apple, your bank, etc.

If you gave you Apple ID password to a scammer, then

I believe scammed now that I am reading more into it. This person has already changed my password and backup email and questions. I do get updates of his attempts on my email. For ex. he has deactivated find my iPhone and logged into an iPhone 11 pro with my Apple ID. I have no banking details attached; just trying to regain access to my things somehow.
