I recently found my old iPad and it's currently on version 10.3.3 after I factory reset it. It will not allow me to upgrade to 12.0 in order to download apps. It currently says iOS 10.3.3 Your Software is up to date with no option to upgrade. Please advise.

I have a 2 year older iPad 2 that I still use fairly regularly.
I still have lot of apps on this iPad, that, while older, still work and function fine and the data is still compatible with newer app versions on my newer iPad.

Many popular, third party apps no longer support iOS 10 and earlier and this situation/eventuality is only going to continue to get progressively much worse as 2020 continues to forward.
If this over 7-1/2-year old iPad already has functioning apps on it, then this iPad maybe still a useful device to you.
If not, this is really now the time to seriously consider a new or discounted, refurbished iPad from Apple or other Apple authorised resellers.
A lot has happened with iPad and iOS in 7-9 years and in the past 2 to 3-1/2 years since iOS 9 and 10.
The 2019, 10.2 inch screen 7th gen iPads have a 1/2 inch larger retina screen, much faster and newer 2.3 Ghz, A10 Fusion processors, AT LEAST, 3-4 times the internal RAM, with the 2019, 7th gen iPad having 3 GBs of internal RAM, iPadOS 13 support, with much better and improved multitasking features, Apple Pencil and Apple Smart keyboard cover support and have better audio speakers and better/improved built-in cameras.
Amazon, itself, currently sells new, sealed in box, Apple's base model 2019, 7th gen, 10.2 inch screen, WiFi ONLY 32 and 128 GBs iPad models selling for $279 and $359, respectively, through its own direct sales distribution.
This is a $50-$70 savings from Apple's own pricing of these iPad models.
Amazon will also provide for purchase of extended, AppleCare+ product warranty protection plan, also.
Amazon, itself, also, sells slightly used or damaged electronics, like Apple iPads/iPhones of any year and model for even further discount/savings.
These slightly damaged ( sometimes only damaged packaging and not always the actual device ) devices will NOT have any damage that will affect the device’s normal operation.
In addition, Amazon has its own warranty plan for covering electronics devices that are new, used or slightly damaged.
Amazon, itself, also, sell other current, newest Apple iPad models at a substantial discount, as well!

iPad Air 2 models can run the current iPad OS 13.4.

Older iPads cannot be upgraded beyond certain levels. The iPad 4th generation cannot be updated beyond 10.3.3.

Well, I have a 3rd generation that is even older and I still use it for a few things so it isn't completely useless -- but can't add any newer apps to it.
It's just that when I try to download apps like YouTubeTV or Netflix, etc.. it gives me an error message that this version cannot support it.
