Identity verification

Trying to set up the Apple Pay cord I added a few cards to the wallet I put in my name and billing address is stuff like that but when I scanned my ID for the identity verification it fails I don’t know if it’s because my home address am I billing address are different so I tried to do it and put my am my home address on there but it is still failing I mean I use my fingerprint on my phone so I don’t know why it’s giving me a hard time only for that card
