Cloud not connecting

I'm trying to connect my MacBook Pro to my iCloud account. The box on the screen says "Go to one of your other devices signed in to iCloud to approve this MacBook Air" - then the spinning wheel and "Waiting for approval...." Nothing is coming up on my iPhone to approve it, nothing in my email, and nothing when I log in to iCloud. I had a very similar issue when I got the new iPhone 11 trying to set it up and connect it to my iCloud account. It was a huge pain and I don't know that I ever did it right. And I still don't know what to do now....

This usually will come up if you're trying to activate iCloud Keychain on a new device. Is that the case? If so, check out the "If you can't turn on iCloud Keychain" section of the following page for some steps to try.

Set up iCloud Keychain
