Deceased Family Member

Is it possible to have a deceased family member's iPhone, iPad and Apple Watch reset and activation lock removed? We do not have access to their email account and we do not know their passcode. We do have a will leaving all electronics and digital possessions to my mother but we have not and are not going to probate court for any reason. Obviously we would love to save the photos from the devices but at the very least, if we could just have them all reset and ready for someone else to use, that would be great. Anyone who can point us in the correct direction, we would definitely appreciate it.
