Have you added all the numbers to your Apple ID? You need to add the number on your Apple ID. After the change, allow up to 24 hours for the change to sync. Before trying to make the change, sign out of Messages/FaceTime.

So I have one Sim that I used to activate my iPhone.

And when I put a different Sim in the phone…

And I try to do FaceTime from my Mac…

It tells me that the iMessage settings must be the same on both devices.

I don’t know how to rectify this.

I have both Sims available
