Thanks for coming to Apple Support Communities for help today with your WhatsApp iCloud backup that you'd like transferred to your PC. I'll do my best to explain what you are able to do with your WhatsApp backup.
What you are describing isn't something that would be possible with iCloud. Pieces of the backup aren't able to be separated and transferred elsewhere.
You can make a backup to iTunes of your iPhone data which would include WhatsApp information. However, you would not be able to separate the WhatsApp data from it. Check out: Back up your iOS or iPadOS device in iTunes on PC.
