Does the 2020 ipad pro 4th generation 12.9 inch have a raise to wake option? I would like to turn it on, but it doesn't allow me to in the same was as my phone.

No. Neither iPad nor iPad Pro use “Raise to Wake”. This feature is used exclusively by iPhone.
