I have a mid 2007 iMac that can no longer be upgraded beyond OS El Capitan 10.11.6, however the apps I would like to use require 10.12 or higher. If I were to upgrade the hard drive and RAM, would this allow me to run the newer OS? I know there are other work-arounds, like patches and stuff, but I don't know much about them so I'd rather not use them. Thanks for your help!

Unfortunately, no, there is no upgrade or modification you can make to run any version of macOS higher than El Capitan on your 2007 iMac. Later versions of macOS no longer support your hardware.
Sorry it's not going to happen. The maximum version of Mac OS can run on a 2007 is El Capitan. If you want to go beyond that it's time to retire the machine and purchase a new Mac. It simply does not have the hardware requirements to run more current versions of Mac OS. Sorry, there are no work arounds either.
