System preferences keeps popping up and I can't use the computer

Where are you typing when the "pop-up" appears?

In addition to trying Safe Mode, have you tried to Force Quit System Preferences?

That appears to be the likely cause, but it may still work if you try it again. A Safe Mode start may have cleared the problem.

I finally was able to open in safe mode. The wired keyboard stopped responding, so I used a Bluetooth keyboard. The pop up is not appearing in safe mode. Previously force quit would not work. It would stop and pop right back up.

How is it preventing you from using the computer?
