Apple Watch series 3

I bought an Apple Watch online from eBay and got it home and it is still linked to the pervious owner. I can’t get ahold of them and they took down the post. Is there another way to get on the watch to connect my phone?

No, there isn't. Without the last owner to remove Activation Lock, it is useless to you. Contact eBay and start a claim for a refund.
